Summary

Information Communication Technology (ICT) is on the lips of every nation of earth because it brings innovation into information seeking and knowledge acquisition. It is on this premise that this study is embarked upon to identify the roles ICT plays in information seeking and use amongst research officers in Research Institutes in Nigeria. The paper case studies the Nigerian Institute for Oceanography and Marine Research, Lagos using questionnaires, interviews, personal observation and examining relevant records. One hundred and seventy two research officers of the institute were sampled upon. The study examines awareness, use, exposure to ICT; role of ICT and improvements on ICT tools among other things. Results show that ICT plays an immense role in information sourcing, generation, processing, storage/retrieval, dissemination and even entertainment. Also, it shows that for ICT to be used optimally and maximally, there is need to have steady/regular power supply, workable/stable infrastructure and provision of more ICT tools and centres. Recommendations were made to the Federal Government of Nigeria to provide reliable sources of electricity and infrastructure or adapt the technology to local conditions and requirements (e.g. current/planned infrastructure). Manufacturers of ICT tools are urged to use non-radioactive materials in the manufacture of the tools. Other stakeholders should check for security and provide for more African sites.

Introduction

Humankind is endowed with the urge to seek for ways to better their lot. This urge has led to many discoveries in science and technology of which information communication technology is among the top in the list in this contemporary time.
Information Communication Technology (ICT) is the term given to define the sector encompassing all converging technologies that carry information — it includes traditional telecommunications, informatics, broadcasting (radio and TV), cable television, multimedia Internet, geographic information systems, etc. (CIDA, 2003, p. 13). ICT is an invention of the developed countries of the world so, the acquisition and use of ICT tools is a household phenomenon in those countries. In the developing countries of the world, the technology's pace is not as astronomical as those of the developed countries, due to poor telecommunication infrastructure and lack of skilled workers. Telecommunication infrastructure remains the backbone for the application of a wide range of communications and multimedia services. Unfortunately, however, Africa's telecommunications networks have been found to be inefficient and less reliable than networks in other regions of the world (Ojedokun, 2000, p. 16). This study identifies that one of the constraints that researchers under this study encounter is poor network in telephone and Internet services. Alemie (1998) and UNDP (1997) as cited by Ojedokun (2000, p. 16), asserted that:
“Africa could be considered as virtually out of the picture as far as telecommunications is concerned with its share of world telephone lines being a meagre 2%.” A similar survey report by CIDA puts phone lines to 1.4 phone lines per 100 people in developing countries compared to 49.5 lines per 100 in developed countries in 2000. In Nigeria, in recent times, telephone lines have greatly increased due to the advent in Global System for Mobile telecommunication (GSM) network although this is mostly concentrated in the major cities.
In Nigeria, there is a “digital divide” in the use and access of ICT between the urban and rural dwellers. As research tools or information gateways, ICTs are concentrated in the metropolitan cities. Awareness about ICT and what it can be used for is quite on the increase in Nigerian cities, especially Lagos. Individuals, families, organizations, government agencies and ministries now make use of radio, telephones, computer systems and peripherals, television and Internet to source, generate, process, store, retrieve, and/or disseminate information/data. The Internet, which is relatively new, is enjoyed at various cyber cafés by students, housewives and workers. The research institutes, which consume the bulk of information, are not left out in the use of these technological tools. One such research institute is the Nigeria Institute for Oceanography and Marine Research (NIOMR), Lagos on which this study is based.
There is the need to find out, if ICT plays any role(s) in information seeking and use, what the role(s) is and how it plays the role(s). This paper seeks to find out answers to these questions.

Institution under study

The NIOMR is situated in Lagos, southwest Nigeria. NIOMR's headquarters is situated by the shore of the Atlantic Ocean in Victoria Island of Lagos, Lagos State. It was created from the Marine Research Division of the Federal Department of Fisheries by the Research Institutes Establishment Order (1975) with effect from 1st November 1975 (Fig. 1).

Abstract

Given that educational or instructional technology graduate programs are preparing students to work in a highly connected, global society, faculty should seriously consider adding a course to their curriculum that specifically examines ICT integration in educational or training contexts outside of the nation in which the course is offered. Adding a course that examines international perspectives about ICT for teaching and learning would benefit all students no matter their career trajectory, as the issues to be addressed can provide them with critical perspectives within a comparative framework. This article provides a brief overview of a course that I designed for the spring 2011 semester, which was offered as a three-credit hour elective in the Boise State University’s Department of Educational Technology master’s degree program.

Teachers given power to choose information and communication technology focus
The UK government has scrapped the set information and communication technology (ICT) curriculum, giving teachers the power to plan their own lessons.
"Overall, there was a broad consensus amongst respondents that the existing Programmes of Study and Attainment Targets for ICT were not fit for purpose," said the Department for Eductation's consultation document.
"Under the new regulations schools will still be required to teach ICT at all key stages as part of the National Curriculum but teachers will have the freedom and flexibility to design an ICT curriculum that is best for their pupils."
The consultation was launched on January 18 and closed on April 11, with a public consultation now open until July 11.
"Great news announced today by Gov to scrap the ICT [curriculum] so schools will be free to teach Computer Science from Sept," commented UKIE deputy chair Ian Livingstone via Twitter, who is a committed supporter of computer science teaching in schools.

Malaysia proposes uniform ICT security system

Malaysia has proposed that the security systems and ICT offences prevention methods be made uniform to ensure effective implementation of laws related to ICT.
The proposal was made by Information, Communications and Culture Minister Rais Yatim at a Ministerial Forum on ICT at the Marina Bay Sands Convention Centre in Singapore today.
The minister said Malaysia had taken part in the international-level forum related to the ICT industry and the issues involved, which is held seasonally, with other countries a number of times.

NONEWhat Rais sees as an important issue for Malaysia this time is ICT security, including the offences prevention methods, which he believes should be made uniform in all countries to ensure authenticity and the countries' sovereignty.

"I mention authenticity because many quarters are unsure of this. They assume that the Internet, computers and online telecommunications technology are not governed by law or linked to the security of the respective countries.

"So, our delegation has come here to debate on this together, how we should start and pay serious attention to security issues, including the rule of law of the respective countries."

Rais said the latest development in the outside world was that the developed countries already had some prime measures to deal with the issue so that the future of the industry could be ensured.

"We are also here to see the new developments in the telecommunications industry, as well as the Malaysia pavilion set up with the cooperation of the Malaysian Communications and Multimedia Commission and telecommunications companies.

"Here too, we see we can generate thinking and new ideas on how we can cooperate regionally, as well as benefit from the new ideas and developments to improve Malaysia's performance in this sector.

"We are proud that the telecommunications sector in Malaysia has generated more than RM40 billion in revenue yearly and the figure is increasing.

"Therefore, we will give special attention to new windows to ideas and products so that in the two days in Singapore, we can enhance regional and global cooperation and place Malaysia in a position to be proud of," Rais added.

MALAYSIA: ICT EDUCATION FOR A “CREATIVE SOCIETY”

Malaysia Higher Education Ministry is studying how to develop a creative and innovative Malaysian society through human capital development.
The ministry is planning to work with Microsoft in unearthing creative and innovative students of tertiary institutions in the area of ICT and with Shell Malaysia in energy saving.
Its minister Datuk Seri Mohamed Khaled Nordin said the study to produce creative, innovative human capital was started last year by the Malaysian Invention and Design Society (MINDS), Universiti Teknologi Mara and Malaysian Design Council. This study will be looking at programmes by government agencies that could contribute to the creation of “innovative human capital”.
We hope when the study is completed, expected this year, we will be able to draw up a national blueprint in this context,” he said. “Malaysia wants to move away from a resource-based economy to one generated by innovations with the existence of an innovative society, which will indicate that the country has reached developed-nation status,” he said.
Nordin said creativity and innovations were vital for a country and studies had shown that technological innovations contributed to higher productivity, Gross Domestic Product, economic growth and improved standard of living.

Multinational, Malaysia ICT firms find PFCC attractive




IOI Properties Bhd, a heavyweight property developer in terms of size and profitability, expects its Puchong Financial Corporate Centre (PFCC) to be one of the most preferred corporate and financial hubs in the Klang Valley.

Multinational and local ICT companies looking for office towers in Puchong are attracted to PFCC as it has been accorded the MSC Malaysia Status and is recognised as a MSC Malaysia Cybercentre.

In a statement issued yesterday, IOI Properties said its subsidiary, Flora Development Sdn Bhd,signed a collaboration agreement with Multimedia Development Corp Sdn Bhd (MDeC) last month for the MSC Malaysia Cybercentre status.

The MSC Malaysia Cybercentre status is a prestigious award given to niche business locations that meet the MSC Malaysia Cybercentre standards and criteria. 

The criteria are to provide a world-class physical and information infrastructure and globally competitive telecommunication tariffs to deliver the MSC Malaysia Bill of Guarantees to MSC-status companies. 

Currently, there are fewer than ten buildings in the Klang Valley with the MSC status. 

PFCC, located at Bandar Puteri Puchong, features a business class hotel and four office towers, where two have been built and the rest are to be completed by mid-2013. 

The buildings are equipped with dual electricity source and state-of-the-art information technology features such as a fibre optic backbone to support high-speed broadband Internet access and mobile coverage. 

Already PFCC has secured anchor tenants like the Bank Of China, OCBC Bank, Malaysia Building Society Bhd and VADS Business Process Sdn Bhd for the two completed buildings. 

Operating from PFCC will allow the companies to substantially reduce their cost of doing business, the statement said. 

IOI Properties Bhd, a subsidiary of IOI Group, is one of the largest property developers in Malaysia with a land bank of 2,500ha.

MALAYSIA’S GCIO SHARES NEW GOVT ICT MASTERPLAN

In 2020, Malaysia will become a ‘high-income nation’ that is both ‘inclusive and sustainable’, according to the vision laid out by the government.
Dato’ Dr Nor Aliah bt Mohd Zahri, the country’s Government Chief Information Officer, says that the new government ICT plan, which is currently being finalised, will play an indispensable role in achieving this vision.
Malaysia’s first public sector ICT plan, launched in 2003, was completed in 2010. Dr Nor Aliah is also the Deputy Director General (ICT) of Malaysia Administrative modernisation and management planning unit, a special agency affiliated to the Prime Minister’s Department.
Four strategic thrusts have been identified in order for the government to realise its vision for 2020. That includes: “1Malaysia, People First, Performance Now”; Government Transformation Programme (GTP); Economic Transformation Programme (ETP) and the 10th Malaysia Plan.
Various programmes are developed to address the ICTrequirements for the government in the above-mentioned areas over the next five years.
The focus of GTP, reveals Dr Nor Aliah, is ‘deliver big results fast’. Three phases of implementation have been laid out: the first phase, started last year, will last until 2012; the second phase will last between 2012 and 2015, and the third one predicted to end in 2020. The programme focuses on six areas: reducing crime, fighting corruption, improving student outcome, raising living standards for low-income households, improving rural basic infrastructure and improving public transport. In the 10th Malaysia plan, budgets are allocated for government to implement the strategies that have been identified.
Looking at global trends, Dr Nor Aliah says that the challenges in Malaysia are also about sharing of information and services in order to achieve greater efficiency and improve citizen service delivery – goals specified in the 1Malaysia vision.
The public sector ICT blueprint, under which all agencies and departments will work towards the common goal, incorporates four key concepts: Information strategy which “enhances information sharing”, “ICT Governance”, “Managing Knowledge Effectively”, as well as “Strengthening the infrastructure architecture”.
For information architecture blueprint aims to achieve a whole-of-government by providing connected service delivery. The government will identify the business architecture components and map it into the information architecture components. The goal is to enhance public facing delivery channels, provide a common architecture standard for information sharing as well as enhance collaboration by identifying common, shareable and reusable information.
The phases will include building the foundation, achieving connected service delivery and finally seamless sharing of information by 2015.
In the area of governance, Dr Nor Aliah says of strengthening the governance structure is to “support and align with the national strategic priorities and initiatives by creating a more responsive governance environement to improve speed of decision-making and delivery”.
The strategy to build an informed knowledge environment includes the building of a Knowledge foundation programme, knowledge practitioner development programme as well as rewards & recognition programme. In addition to inculcating the culture of knowledge management, the government will also strengthen knowledge management initiative in the public sector through development of high impact knowledge management projects and intelligence hub programme. The objective is for an “Existence of a Centralized Knowledge Management Hub for the public sector” in five years’ time.
Dr Nor Aliah highlights the concern that currently “public sector ICT infrastructures are currently not fully optimised due to redundancies and inefficiencies resulting from disparate ICT infrastructure”. To increase the productivity, the government plans to consolidate public sector network, data centres & disaster recovery centres, establish public sector cloud computing infrastructure, standardise end user computing infrastructure, develop common security infrastructure, deploy mobile computing solutions and increase the usage of open source applications.
The public sector ICT framework has been developed, which include ICT governance and change management components.
“In many areas, the government services are available but the usage rate is very low,” says Dr Nor Aliah, who adds that one of the objectives is to make sure more people use government services. Seven strategic objectives have been identified as part of the business strategy plan; these include streamlining ICT architecture; consolidating ICToperations; intensifying inter-agency collaboration; rationalising ICT governance structures; attracting, developing and retaining top talent in the public service; strengthening the performance culture and fostering knowledge culture.
Numerous KPIs have been set in the areas including online services, paperless government, sharing of information and shared services. “All these contribute to the framework of our public sector ICT plan,” says Dr Nor Aliah.

INTERNATIONAL ICT Capstone Pilot with Paris, France

This spring, MPICT conducted an exciting pilot project, funded by the National Science Foundation, which created an international ICT capstone course for students from four community colleges in the MPICT region and the Centre des Formations Industrielles (CFI) in Paris, France, which has a “Digital Sister City” relationship with San Francisco, CA, where MPICT’s office is located.

International collaboration is increasingly common in ICT workforce roles. This experience explored how we might better integrate international experiences into community college ICT education.

For this project, 24 American students were recruited from Santa Rosa Junior College, Ohlone College and City College of San Francisco in California and Truckee Meadows Community College in Nevada, and 18 French students were recruited from CFI in France.

The project was based on Cisco Networking Academy curriculum, because that is common around the world, and it provided a common background on which to build experiences. Students were required to be enrolled in or have completed CCNA4: Accessing the WAN.

Ohlone College offered the specially created course, taught by Michael McKeever from Santa Rosa JC and Danijela Bedic from Ohlone, which was designed as a real world scenario. Students were asked to assume they worked for previously separate wine companies in the U.S. and France, which had recently merged. It was their job to work together to integrate their different network systems into a functional new system. This kind of situation is now common in real world ICT operations.

Classes were delivered through CCCConfer, a California Community College version of the Elluminate (now Blackboard Collaborate) platform. That allowed everyone to interact in real time with teachers and each other to learn the scenario and relevant background. With the time difference, the course was delivered simultaneously at 8am Pacific Time and 5pm Paris time. Students who could not be online in the moment could later review recorded archives of the 8 sessions.

Students were grouped in 6 teams, each made up of 4 American students and 3 French students from the CFI. Teams then tasked to work together to analyze the situation and come up with viable solutions. They had to discover and manage time and cultural differences and find ways to work together remotely. Cisco Packet Tracer enhanced with its Multi-User capability was used for the network environment.

Thirteen of the American students were selected to travel to France to complete their project face-to-face with their French counterparts and present their solutions to Cisco executives and college professors. A Cisco hosted Telepresence session engaged U.S. students not able to travel to Paris.

CFI students alternate 2 weeks in the classroom and two weeks with ICT employers. Most gain full employment at the completion of their two-year program. American students visited four work sites: (1) the data center of Paris City Hall; (2) a switching center of France Telecom (Orange); (3) the IT center of the Paris Chamber of Commerce and Industry; and (4) the sophisticated network infrastructure of the Société Générale, one of the oldest and largest European financial services companies.

On the last day of the visit, the American team invited their French hosts to a goodbye luncheon.

Many of the success elements of this project are reproducible to enrich other ICT educational experiences: building relationships between programs at different schools anywhere, finding common backgrounds on which to build experiences, engaging students with real world scenarios, using effective collaboration tools, engaging business partners, integrating real cultural experiences and helping everyone understand the real world relevance.

Cool concepts take top spots

KUALA LUMPUR: Two high-technology concepts, that would benefit the visually handicapped if put into production, won top prizes at the Standard Chartered Bank ICTCompetition last month.

One is a modified cane which uses GPS (global positioning system) technology and a Bluetooth wireless headset to help a blind person to better find his way around.

The other is a device that uses ultraviolet light and photodiode detection technology to help the sightless, especially those running a trade, to detect counterfeit money.

Technopreneurs Mun Yee Phang and Jason Lee from the two-man Columbus team, designed the cane and won RM 15,000 cash, a plaque, and a certificate of excellence. They were tops in the professional category of the contest.

Quah Kah Hin, Chen Say Hong and Hooi Ling Goh of Unversity Kebangsaan Malaysia, forming the UV-ICU team, came up with the counterfeit-money detector and took first place in the students category. They went home with RM12,000 cash, plaque and certificate of excellence.

Five teams each from the professional and student categories were shortlisted for the final round of judging.

Scope International (M) Sdn Bhd, a wolly owned subsidiary of Britain’s Standard Chartered Bank, organized the competition.

The contest is aimed at spurring ICT (information and communications technology) development amongst university students and ICT professionals; helping to increase the country’s pool of knowledge workers, and encouraging more students to enroll in ICT-related courses.

“It reinforces our belief that there is an abundance of Malaysian talent that can implement innovative ICT solutions and services that are second to none,” said Arif Siddiqui, chief information officer or Scope International.

The inaugural competition attracted 350 participants who submitted 145 entries – 109 for the professional category and 36 for the student segment.

Shortlisted entries included those from Universiti Kebangsaan Malaysia, Curtin University of Technology, University Teknologi Petronas Asia Pacific Institute of Information Technology, and Tunku Abdul Rahman College.
